Selective licensing requires landlords of privately rented properties within the designated area to hold a licence from the local authority. The licence sets conditions relating to property management standards, tenant referencing, and regular inspections. Operating without a licence is a criminal offence.

Penalty for non-compliance
Operating an unlicensed property in a selective licensing area carries a civil penalty of up to £40,000 under the Renters' Rights Act 2025 starting point guidance, or prosecution with an unlimited fine. Tenants may also apply for a Rent Repayment Order covering up to 24 months of rent.
