Additional licensing: HMOs
The additional licensing scheme covers houses in multiple occupation with three or more tenants forming two or more households. This extends licensing beyond the mandatory HMO threshold (five or more tenants) to smaller shared properties across the borough.

Selective licensing: specified wards

Penalties
Operating without a licence from 1 May 2026 carries a maximum civil penalty of £30,000 (Hackney's published scale) and exposes landlords to a Rent Repayment Order covering up to 24 months of rent under the Renters' Rights Act 2025.
