The government confirmed in November 2025 that the Decent Homes Standard will be extended to the private rented sector from 2035. The Standard has applied to social housing since 2006 and sets out four criteria that all homes must meet: freedom from Category 1 HHSRS hazards; being in a reasonable state of repair; having reasonably modern facilities and services; and providing a reasonable degree of thermal comfort.
The 2035 date gives private landlords approximately nine years to bring sub-standard properties up to the required level. Local authorities will be responsible for enforcement, with civil penalties available for non-compliant landlords.
Landlords should use this period to commission condition surveys on their portfolio, particularly older properties, and integrate Decent Homes Standard compliance into their long-term maintenance and investment planning.
