Government publishes Renters' Rights Act implementation roadmap: confirms 1 May 2026 start date

The government published its implementation roadmap for the Renters' Rights Act on 13 November 2025. Phase 1 reforms, including the abolition of Section 21, the move to periodic tenancies, and new possession grounds, will take effect on 1 May 2026. The PRS database and landlord ombudsman will follow from late 2026.

The roadmap sets out a three-phase implementation plan. Phase 1 on 1 May 2026 covers the core tenancy reforms. Phase 2 from late 2026 introduces the PRS database and landlord ombudsman. Phase 3 extends Awaab's Law and the Decent Homes Standard to the private sector.

Guidance for landlords will be published before each phase.

Review the roadmap in full. Begin preparing for the 1 May 2026 changes: update tenancy agreement templates, review possession procedures, and ensure compliance with new rent increase rules.
