HMO Licensing: Birmingham Additional Scheme

Birmingham City Council expanded its additional HMO licensing scheme from June 2024. The scheme now covers all HMOs with three or more occupants from two or more households across the city. A licence is required before letting any affected property.

Birmingham City Council expanded its additional HMO licensing scheme from June 2024, bringing a larger proportion of the citys shared housing stock within the licensing regime.

The scheme covers HMOs occupied by three or more people from two or more separate households who share facilities. Landlords must apply for a licence before letting any affected property. Licence conditions cover fire safety, room sizes, waste management, and management standards.

Mandatory HMO licensing requirements — for properties with five or more occupants from two or more households — continue to apply separately.
