Landlords with affected properties must hold a valid licence. The application process requires completion of the councils application form, a fit and proper person declaration, current gas and electrical safety certificates, and payment of the applicable fee.
Operating an HMO in Liverpool without the required licence is a criminal offence and carries an unlimited fine, a civil penalty alternative of up to 30,000, and potential Rent Repayment Orders.
