MEES consultation confirms EPC Band C target for private rented properties by 2030

The government confirmed it has consulted on requiring all domestic privately rented properties in England and Wales to meet Minimum Energy Efficiency Standards of EPC Band C or equivalent by 2030, unless a valid exemption is in place. A spending cap of up to £15,000 per property is anticipated.

The government has consulted on raising MEES from the current Band E minimum to Band C by 2030. New tenancies may need to comply from 2028.

The EPC metric itself may also change, with new assessment criteria expected to be confirmed in 2026.

Assess your portfolio against current EPC ratings. Begin budgeting for energy efficiency improvements on properties rated D or below. The government response to the consultation is expected in 2026.
