MEES EPC C Consultation: Closes 30 June 2026

A consultation on the secondary legislation to implement EPC C as the minimum standard for private rented properties closed on 30 June 2026. Landlords were invited to submit views on the 2028 deadline, the 15,000 cost cap, and the exemption framework.

The government opened a consultation on the secondary legislation to implement EPC C as the minimum energy efficiency standard for private rented properties in England. The consultation sought views on the proposed 2028 deadline for new lets, the 2030 deadline for existing tenancies, the £15,000 cost cap, and the exemption framework.

The consultation closed on 30 June 2026. The government is expected to publish its response and introduce the enabling legislation to Parliament later in 2026. Landlords should use the consultation period to begin planning improvement works — installer capacity is already constrained and lead times for solid wall insulation and heat pump installation are extending.
