Renters' Rights Act commencement regulations made: 1 May 2026 confirmed as Phase 1 start date

The commencement regulations for the Renters' Rights Act 2025 were made in mid-April 2026, officially confirming 1 May 2026 as the date when the new tenancy regime takes effect. All existing assured shorthold tenancies will automatically convert to assured periodic tenancies on this date.

The commencement regulations contain detailed transitional provisions. Section 21 notices served before 1 May 2026 remain valid but court proceedings must be commenced by 31 July 2026.

The regulations were made just two weeks before the start date.

Action required

Ensure all preparations for the new regime are complete before 1 May 2026. Existing ASTs will convert automatically. You do not need to issue new tenancy agreements, but you must provide tenants with the government information sheet by 31 May 2026.
