Selective Licensing: Leeds Inner City Scheme

Leeds City Council launched a selective licensing scheme covering parts of Headingley, Hyde Park, Woodhouse and other inner-city wards from February 2025. All privately rented properties in designated areas require a licence before letting.

Leeds City Council launched its selective licensing scheme from February 2025, targeting inner-city wards with high concentrations of privately rented housing.

All newly let properties in designated areas require a licence before the tenancy commences. The application requires a fit and proper person declaration, current safety certificates, and payment of the applicable fee.

Operating without a licence carries penalties of up to 30,000 and may result in a Rent Repayment Order.
