HMO licence applications are currently taking more than 16 weeks to process due to high demand. It is in the public interest that applications are processed before they can be granted, and tacit consent will not apply. If landlords have not received communication from the council within two months of applying, they should contact hmo@sheffield.gov.uk.
For new licence applications, landlords can apply shortly before the property is occupied, but no more than four weeks before the anticipated start date of new tenancy agreements. Existing licence holders can renew up to two months before expiry. Late applications will be rejected, requiring a full new application. Sheffield also requires all HMO licence holders and managers to attend professional landlord training as a condition of their licence, with the council operating this requirement in partnership with the NRLA.
New fees and charges for mandatory HMO licensing were introduced in February 2024. Conversions of houses into HMOs could require planning permission for changes of use; this is applicable to houses of over six persons throughout the city. Landlords considering new HMO conversions in areas subject to Article 4 Directions must also obtain planning consent for any change between normal houses and small HMOs occupied by three to six people before occupying the property.
