Social Housing (Regulation) Act 2023: Royal Assent

The Social Housing (Regulation) Act 2023 received Royal Assent on 20 July 2023. The Act introduced requirements for social landlords to address damp and mould within fixed timeframes, tenant satisfaction measures, and enhanced Regulator of Social Housing powers. Extension to the private rented sector was confirmed under subsequent legislation.

The Social Housing (Regulation) Act 2023 received Royal Assent on 20 July 2023, introducing significant new obligations for social housing landlords and signalling the direction of travel for the private rented sector.

The Acts most significant provision for the wider rental market requires landlords to investigate emergency hazards within 24 hours and address damp and mould within fixed statutory timeframes. Although initially applying to social housing, the government confirmed that extension to the private rented sector would follow under the Renters Rights Act.

Private landlords should use this period to establish robust procedures for responding to hazard reports, particularly damp and mould, in anticipation of equivalent obligations being introduced in the PRS.
