Westminster introduces borough-wide selective licensing scheme from November 2025

The City of Westminster introduced a selective licensing scheme covering all wards except Pimlico South, St James' and Vincent Square, effective from 24 November 2025. All private landlords in designated wards must apply for a licence. Overseas landlords are required to appoint a UK-based managing agent.

Westminster is the latest London borough to introduce borough-wide selective licensing.

The scheme includes a requirement for overseas landlords to appoint a dedicated UK-based managing agent, reflecting the borough's high proportion of international property owners.

Action required

If you let property in Westminster, apply for a selective licence through the council's website unless your property is in one of the three exempt wards. Overseas landlords must appoint a managing agent with a UK address.
